La session 2 du vendredi agricole, tenue le vendredi 10 décembre 2021 s’est intéressée au projet de promotion de l’agriculture exécuté par la GIZ au Bénin. Les membres de l’association des journalistes et communicants spécialistes de l’agriculture du Bénin Glé Xo ont été outillés sur le contenu du ProAgri4 Co financé par le Bénin et la Coopération allemande.

Après l’exécution de la phase 1, 2 et 3 du projet ProAgri, Joachim BECKER, chef du projet et son équipe ont exposé aux membres de l’association des journalistes et communicants spécialistes de l’Agriculture du Bénin- Glé Xo le contenu du ProAgri4. Prévu pour être exécuté pendant une durée de trois ans, ce projet de promotion de l’agriculture a pour objectif d’ancrer durablement de la promotion de chaines de valeur sélectionnées dans deux pôles de développement. « Nous travaillons avec les ATDA 3 et 4 ainsi que les 2KP, avec des interventions dans quatre filières (Soja, Riz, Anacarde et Karité) dans 18 communes répartis dans 4 départements », fait savoir Olivier AKELE, conseiller technique politique du ProAgri auprès du MAEP. Il en ressort de ses propos que le Propos que le ProAgri4 s’inscrit dans une démarche générale de capitalisation et de consolidation des acquis des interventions antérieures et est mis en œuvre à travers quatre (04) champs d’action : « le conseil politique, la capitalisation, la promotion des filières, et la formation professionnelle ». Le champ 3 du ProAgri4 explique-t-il travaille pour la mise à l’échelle avec les ATDA, DDAEP, mairies sur les approches agrobusiness cluster au niveau des chaines de valeurs sélectionnées et aussi au niveau des Smart-Valleys.
« Nous voulons mettre en place 20 master coach parce qu’on ne peut avoir des agrobusiness cluster fonctionnels sans dispositif de coaching et ce coaching est assuré par les master coach et les coach internes et externes », précise M. AKELE. Il laisse entendre qu’au cours de la première année d’exécution de ce projet, plusieurs acquis ont été déjà enregistré. « A ce jour, nous avons accompagné 48 Agro-business Cluster sur les 72 initialement prévus dans les objectifs du ProAGRI, nous avons aménagé 351 hectares de bas-fond pour la riziculture. Le rendement sur nos sites s’élève à près de 4,5t à l’hectare contre 2t sur les sites ordinaires ». Il revient à Joachim BECKER, chef du projet de préciser que le réel enjeu est la transition vers la formation professionnelle à laquelle s’engage la GIZ. « Le Benin a décidé lors des négociations gouvernementales en 2019 à demander à la coopération d’approfondir le secteur de la formation professionnelle étant donné que la coopération allemande Le gouvernement allemand ensemble avec le gouvernement du Bénin s’est décidé que l’Allemagne va sortir de ses appuis dans le secteur agricole. Donc nous sommes en faveur d’ouvrir un nouveau secteur ‘’formation professionnelle’’ », a-t-il affirmé. Pour rappel, la GIZ un organisme de mise en œuvre des projets de développement en général mise en place par la coopération allemande. Elle exécute au Bénin 13 projets agricoles structurées avec différentes thématiques.
