SECTEUR AGRICOLE AU BÉNIN : Deux grandes décisions importantes prises par l’Etat dans le domaine

Lors du conseil des ministres de ce mercredi 25 janvier 2023, le gouvernement a pris deux différentes dispositions dans le but de booster les productions agricoles au Bénin. Il s’agit d’une part de la création d’une société pour le développement efficace et durable des grandes cultures et d’autre part de la participation de l’État au capital social de la Société de Développement et d’Agrégation des Productions Agricoles.
Améliorer la production, la productivité, la résilience ainsi que l’attractivité du secteur agricole, c’est le motif principal de la création de la Société béninoise des aménagements agricoles, une idée germée par le gouvernement Talon.
Validée donc en conseil des ministres dernier, le noyau de cette idée consiste à poser de nouveaux fondements d’un développement efficace et durable dans la gestion des plantations et des grandes cultures. Selon le compte rendu du conseil, la société aura une vocation à la fois agricole, industrielle et commerciale avec l’Etat comme actionnaire majoritaire à hauteur de 70{e43727ebdf1c82cdaf05db1b2e953f1c6b388407dfc0230603c9b856384b4112}, aux côtés d’un partenaire technique privé de grande réputation, détenant 30{e43727ebdf1c82cdaf05db1b2e953f1c6b388407dfc0230603c9b856384b4112} du capital.
Par ailleurs, « en termes d’activités, la société va conduire pour le compte de l’Etat ou de ses collectivités, des bailleurs de fonds, des personnes morales de droit public ou privé, la maîtrise d’ouvrage délégué, la direction d’opérations ou l’assistance à la maîtrise d’ouvrage dans le domaine des aménagements d’infrastructures agricoles et hydroagricoles », précise le compte rendu. Elle va assurer de même « la valorisation des terres cultivables, la promotion des cultures à grande envergure et la sécurisation d’investissements agro-industriels ».
De la participation de l’Etat au capital social de la Société de Développement et d’Agrégation des Productions agricoles
Toujours dans le domaine agricole et plus précisément la production du riz paddy (riz décortiqué), le gouvernement envisage mettre en place un dispositif pouvant permettre d’atteindre les objectifs fixés pour l’horizon 2025.
En effet, eu égard à l’accroissement de 155{e43727ebdf1c82cdaf05db1b2e953f1c6b388407dfc0230603c9b856384b4112} et une hausse des rendements de l’ordre de 32{e43727ebdf1c82cdaf05db1b2e953f1c6b388407dfc0230603c9b856384b4112} passant de 3,1 à 4,1 tonnes par hectare sur la période de 2015 à 2021, un regain d’intérêt a fait surface. Ce qui a poussé le gouvernement à vouloir mettre en place une chaîne d’approvisionnement sécurisée et durable au profit des transformateurs afin d’honorer son ambition de produire un million de tonnes de paddy d’ici 2025. Ne pouvant donc pas mobiliser tout seul des ressources financières et d’ingénierie pour ce projet, l’Etat a donc souhaité participer à hauteur de 30{e43727ebdf1c82cdaf05db1b2e953f1c6b388407dfc0230603c9b856384b4112} aux côtés d’un partenaire privé de référence au capital de la Société de Développement et d’Agrégation des Productions Agricoles. Il faut notifier qu’avec la création de cette société, plusieurs avantages seront tirés aussi bien du côté de l’Etat que des producteurs et des industriels.
