JOURNÉE NATIONALE DE L’ARBRE AU BÉNIN : Quels impacts sur l’environnement après 39 ans de célébration ?

Chaque année, il est célébré tous les 1ers Juin au Bénin, la journée nationale de l’arbre. Une occasion pour promouvoir le reboisement et sensibiliser sur les conséquences de la déforestation. Mais au lendemain de la 39e célébration de cette journée, l’on se demande si le bilan qui en sort est bien concluant.

Mise en terre d’une plante

Mis en place par décret depuis 1985, le premier jour du mois de juin est réservé à l’arbre au Bénin. Cela fait trois décennies que cette initiative a vu le jour et ne cesse de se répéter chaque année. Ayant pour but de promouvoir le reboisement et de lutter contre la déforestation, des milliers de plants sont mis en terre en ce jour. Cependant, le bilan reste mitigé. Quel a été l’impact réel de cette journée sur la foresterie et l’environnement au Bénin depuis 39 ans ?

En effet, même si l’effet positif de cette journée semble insignifiant, plusieurs personnes pensent qu’il serait ingrat de ne pas voir son importance. La journée de l’arbre influence beaucoup et le bilan, bien qu’étant peu satisfaisant, est plus ou moins louable.

« Il est vrai que le bilan que l’on puisse faire après 39 ans de célébration de la journée de l’arbre au Bénin n’est pas aussi si reluisant comme on l’aurait souhaité, mais il faut dire que cette journée a contribué à quelques changements. A travers les projets et les actions individuelles, nous avons planté plusieurs arbres, même si la majorité n’ont pas pu croître comme cela se doit »,

dixit le président de l’ONG BIODIVERSITY, Sunday Berlioz Kakpo. A sa suite, Océane Yoxi, étudiante en Master à l’Institut National de l’Eau de l’Université d’Abomey-Calavi, va affirmer que « les arbres qui sont plantés il y a 10 ou 20 ans dans le cadre de cette journée et qui ont été bien entretenus fournissent, de nos jours, d’une manière ou d’une autre, beaucoup d’avantages, non seulement pour l’environnement mais également pour l’homme qui l’habite ».

Par ailleurs, s’il y a une chose qui rassure vraiment en ce qui concerne le bilan de la journée nationale de l’arbre, ce sera certainement l’innovation qu’elle apporte à chaque édition. A titre illustratif, pour cette 39ème célébration, l’État béninois a souhaité apporter une nouvelle touche en misant beaucoup plus sur la plantation des essences autochtones. Dans ce cadre, plus de 1200 plants de ces essences autochtones ont été mis en terre par le gouvernement. Alors que ces essences, « outre leurs portés économique, écologique et socio-culturelle, sont résilientes aux changements climatiques valorisantes et mieux adaptées pour le renforcement de la capacité des populations à faire face aux perturbations climatiques », a affirmé Jeanne Akakpo, représentante du ministre de cadre de vie à l’occasion de la cérémonie de mis en terre de ces arbres. Toujours dans le même sillage d’innovation, le Directeur des eaux, forêts et chasse du Bénin, Rémi Hefoume, souligne qu’« il est prévu que chaque inspection forestière réalise une plantation école d’au moins 2 hectares ». Et ce, toujours dans le cadre de cette journée de l’arbre. Eu donc égard à tout cela, l’on peut affirmer que cette journée porte ses fruits, néanmoins, il reste beaucoup à faire.

Les failles d’une journée pourtant importante

Une chose est de planter l’arbre, mais l’autre est de s’assurer de sa croissance normale. La première faille que présente cette journée est l’habitude qu’elle a donnée aux béninois de penser que seulement les arbres sont plantés le 1er juin. Et après la mise en terre de l’arbre, tout est fini.

« Une fois l’arbre planté, le béninois pense que c’est Dieu qui s’en chargera du reste, alors que c’est faux. Il faut nécessairement le suivi et l’entretien »,

a laissé entendre un activiste environnemental sous anonymat. Ensuite, selon Océane Yoxi, « normalement, nous ne devons pas attendre le 1er juin pour planter un arbre ».

Mais malheureusement, c’est le constat qui est fait au Bénin, où tout le monde pense que pour planter un arbre, il faut attendre le premier jour du mois de juin. Ce n’est rien d’autre que les conséquences négatives de cette journée de l’arbre.

Pour donc amener les béninois ainsi que les autorités à changer cette mentalité qui n’avantage guère l’environnement, il est proposé la suppression pure et simple de cette journée. Une position que va défendre le président de l’ONG Nature Tropicale Josea Dossou Bodjrenou en affirmant :

« Je crois qu’il est temps que nous prenions conscience pour supprimer cette journée. Ça n’a servi à rien. Ça a amené les gens à croire qu’on ne plante l’arbre qu’en juin. Alors que dans les pays sahéliens, on n’attend pas la pluie pour planter un arbre. On plante tout en sachant qu’on doit de temps en temps arroser et entretenir ».

Alors, puisqu’il est toujours préférable de critiquer tout en proposant, ce dernier n’a pas hésité à faire la proposition qu’il pense bonne. Selon lui, le gouvernement doit opter pour « une campagne de reboisement qui va débuter au début de l’année ». Pour réussir cette campagne, « elle doit faire objet d’une grande médiatisation et de sensibilisation ». A en croire le Président Josea, cette campagne va amener les gens à prendre conscience de ce qu’est l’arbre, à savoir quelles essences plantées et où les planter, à connaitre comment on plante et entretient.

Pour finir, certes la journée de l’arbre porte plus ou moins ses fruits, mais elle présente plusieurs limites sur lesquelles il faut nécessairement réfléchir afin de garantir un reboisement certain et prometteur.
