Respect des Droits légitimes des communautés : Une coalition d’OSC réunie à Cotonou élabore une feuille de route pour mener un plaidoyer

La dégradation des terres agricoles, les conflits exacerbés entre différentes couches de la population et entre administration forestière et communauté font réagir les Organisations de la société civile réunis au sein de la Convergence Globale des Luttes pour la Terre et l’Eau en Afrique de l’Ouest. Ils entreprennent des actions visant à formuler un plaidoyer participatif pour la reconnaissance des droits légitimes des communautés. A la faveur d’un atelier tenu du 13 au 15 décembre 2023, une feuille de route a été définie pour atteindre cet objectif.

L’accès à la terre est un capital vital pour les populations, surtout qui vivent en milieu rural et dépendent de l’agriculture et l’élevage pour leur subsistance. La sécurisation des terres pour les populations qui en dépendent est donc un facteur base pour le développement local et national, mais aussi un prérequis pour la réussite des initiatives de restauration des terres, de conservation durable des ressources forestières et pour la cohésion sociale des populations en milieu rural.
Au Bénin, comme dans plusieurs autres pays où TMG Research conduit une recherche transdisciplinaire sur la prise en compte des droits légitimes des communautés dans les stratégies de restauration des terres et ressources forestières (Madagascar, Kenya, Malawi, Ethiopie, Inde), des conflits croissants ont été observés entre communautés riveraines des forêts et administration forestières. Bien gérés, ces conflits peuvent permettre aux acteurs d’établir une base de confiance pour la cogestion durable des ressources. Mal gérés, ces conflits pourraient renforcer les tensions et divisions sociales qui existent déjà, exacerber les injustices sociales, et mettre en péril la cohésion sociale que le gouvernement du Bénin, aux autorités à tous les niveaux et surtout aux maires des différentes communes de notre pays. Au moment où la communauté internationale et les organisations de la société civile à divers niveaux (national, régional et international) appellent à prendre en compte les droits fonciers légitimes des communautés dans les politiques de restauration et insistent sur le fait que «…les actions entreprises dans le cadre de la NDT ne doivent pas compromettre les droits des utilisateurs des terres (en particulier les petits exploitants agricoles et les populations autochtones… », il est important que
- Le Bénin et les autorités à divers niveaux s’investissent pour garantir un accès équitable à la terre et aux ressources à toutes les couches de la population tout en prenant des mesures pour réduire les injustices sociales auxquelles certaines franges de nos populations sont confrontées au quotidien.
- Les autorités en charge de la conservation de nos ressources reconnaissent que les objectifs de gestion durable de nos forêts ne peuvent être dissociés des droits légitimes des communautés riveraines et la sécurisation de leur accès aux terres et aux ressources dont elles dépendent.
- Les mesures de conservation efficaces sont celles qui stimulent l’investissement et l’engagement des populations dans la cogestion des ressources, réduisent les déséquilibres de pouvoir entre les principales parties prenantes et protègent les droits fonciers légitimes des communautés riveraines, y compris les mécanismes communautaires et législatifs de revendication de leurs droits légitimes.
C’est cet appel de cœur qu’ont lancé plusieurs organisations de la société civile, réunies au sein de la Convergence Globale des Luttes pour la Terre et l’Eau en Afrique de l’Ouest au Gouvernement du Bénin et ses partenaires au développement. Soutenue par FIAN International et TMG Research, la Convergence Globale a initié le développement d’un plaidoyer pour soutenir la reconnaissance et la protection des droits légitimes des communautés dans les politiques de restauration des terres dégradées, telle recommandée dans les Directives Volontaires de la FAO sur la gouvernance foncière responsable de la FAO et la Décision 26/COP14 de la Convention de Nations Unies sur la Lutte Contre la Désertification (CNULCD).
A la faveur d’un atelier tenu du 13 au 15 décembre 2023, et qui est la suite de plusieurs autres ateliers et travaux de terrain, une feuille de route a été définie pour atteindre cet objectif.
Cette feuille de route qui est conçue et soutenue par plusieurs Organisations de la Société Civile du Bénin à travers une Coalition soutenue par la Convergence Globale, plusieurs Chefs Traditionnels et Têtes Couronnées du Benin, FIAN International et TMG Research, sera mise en œuvre en 2024, avec la contribution et le soutien de plusieurs autres alliés stratégiques au niveau national et international.
